Overview/Background

The nationwide implementation of the Department of Labor and Employment’s (DOLE) JobStart Philippines Program was
institutionalized through the enactment of the Republic Act (RA) No. 10861, with the Department Order (DO) No. 179,
as its implementing Rules and Regulation (IRR).

In accordance with the Section 9 of the Act, DOLE serves as the executing agency of the JobStart, with the DOLE
Regional Officer (ROs) and their Field Offices (FOs) supervising and monitoring the implementation of the program’s
activities in the Local Government Units (LGUs)/Public Employment Service Offices (PESOs) of their respective
jurisdictions. Further, the Bureau of Local Employment (BLE) functions as the program manager and as such, it is
tasked to provide the necessary technical and administrative assistance to concerned DOLE ROs and FOs, including
PESOs.
